In a June 14, 2023 resolution, the Rye City Council directed City staff to engage consultants to prepare drawings and relevant studies for the environmental and regulatory review for the proposed construction of a synthetic turf field to replace the existing grass athletic field at Rye Nursery located at 421 Milton Avenue. More specifically, the City Council resolution stated that the proposed action should be a “…synthetic turf field with a playing surface elevated above the 100-year FEMA flood elevation, including a robust sub-surface drainage system and an appropriate field base and infill material (other than crumb rubber) that is sensitive to the health and safety of field users and that does not significantly adversely affect impact the environmental functions of adjacent wetlands.”
The City Council further directed that the proposed action be referred to the Rye City Planning Commission for its advisory opinion of the potential wetland impacts and the consistency of the proposed action with the Local Waterfront Revitalization Program (LWRP). In late September 2023 all documents and information requested by the City Council were posted on the City website (see below). A printed version of this submission is also available for public review in the City Clerks Office of Rye City Hall and the Rye Free Reading Room.
The Planning Commission reviewed and discussed the project at public work sessions on October 10, October 24, November 14 and November 21, 2023 and considered public comment submitted via email. The Planning Commission provided the City Council with its advisory comments in a November 21, 2023 memorandum. On December 6, 2023 the City Council adopted a resolution finding that the proposed project would not have a significant adverse impact on the environment (i.e. SEQRA Negative Declaration) and that the project is consistent with the polices policies of the City's Local Waterfront Revitalization Program (i.e. coastal consistency determination).
