The Board of Assessment Review (BAR) is a five-member board responsible for reviewing complaints on real property tax assessments. Members are appointed by the Council to 5-year terms and are required to complete a mandatory training through Westchester County during the course of each term. The first annual meeting is the third Tuesday in June, or Grievance Day, where complainants have the opportunity to present their case, in person, to the BAR. Following Grievance Day, the Board meets bi-weekly for closed deliberations until all petitions have been reviewed and decided upon, but no later than the filing of the Final Assessment Roll on September 15. All adjustments made by the BAR are then filed on the Final Assessment Roll for the following year’s property taxes. The Chairman is elected annually by the Board.
