Subject: News of the Week for July 25th, 1999.
Welcome ladies and gentlemen to the Rye Police Departments
News of the Week. This is a news and information program brought to you by
Police Commissioner William A. Pease and the City of Rye Police Department.
These are the news and information stories leading up to the 25th of July. I'm
your host Officer Gary L. Olivier. Our first story is as follows...............
The "Kick in" burglar has been arrested !! . Kyle Tighe of 224 East
28th Street N.Y. N.Y. was arrested on July 8th in Darien C.T. after a botched
burglary attempt. Tighe was in the process of burglarizing a home when the home
owner returned interrupting the burglary. He fled the residence but was arrested
a short time later by Darien Police after he was involved in a minor motor
vehicle accident. Rye detectives responded to Darien Police HQ the net day and
questioned Tighe about the Rye break-ins. Statements were secured by Rye
Detectives and have been presented to a Westchester grand jury. According to
reports, Tighe has been linked to 4 of the Rye kick in burglaries at Trails End,
Colby Ave., Boston Post Road and Oakland beach Ave. Now, that's all I can
comment on at this time. I will give you more information as I receive it and
have been authorized to release it. Greta job by the home owner in Darien who
kept her cool and provided police with a detailed description, and the Darien
police who effected a swift response and arrest. Wild Bill, that one was for you
!!!!!!!!!!!!!!!
A Walden Lane resident was the victim of vandalism on the first. Flower beds, a
screened in porch and a patio set were damaged by an unknown vandal or vandals.
The incident occurred while the residents were out of the home. Police will give
the area extra patrol as time and manpower allow.......
Sam Goody's got nailed again on the 29th. A person slipped out of the store with
an unknown amount of merchandise setting off the stores alarm. The manager gave
chase but lost the suspect on Purchase street. Rye police units responded and
checked the area to no avail........................................
A Stamford man has a date with the Rye City Court after being arrest for DWI on
the 4th. Robert Kaminski was stopped by Officer Robert Vogel on Boston Post Road
at about 230 A.M. Vogel stopped the defendant for allegedly crossing the double
yellow lines. Upon speaking to the defendant Vogel noticed an odor of an
alcoholic beverage on his breath. Upon further field testing the subject was
placed under arrest and then processed at Rye HQ. He spent the night in the lock
up and then was released the following morning.
The "Gap" and "Gap Kids" retail stores were hit by fraud.
Over 1000.00 in gift certificates where purchased in the two stores with what
later turned out to be a fraudulent credit card. The suspect left the store and
was last seen on Purchase Street heading North. He is described as a male black,
about 6' 1" wearing green pants and a green shirt. Rye detectives have the
case and are following up on

A Brooklyn man was arrested after being stopped for alleged traffic violations
on the Playland Parkway. Fred Gardner of Gates Avenue in Brooklyn was arrested
by Officer Robert Vogel after a check of Gardner's drivers license revealed he
had 8 suspensions on it. Gardner was transported to Rye HQ were he was processed
and released on 100.00 bail. He will appeared in Rye court to answer the
charges. It doesn't pay people. When you have problems of this nature with your
vehicles registration or drivers license, take care of them or don't drive when
you're not suppose to. You don't need the head ache of being arrested, having
your car towed and losing time from your job to appear in
court.........................................
A Forest Avenue resident responded to Rye Police HQ on the 5th. He apparently
found 25 commercial grade fireworks in the road near his home and turned them
into Rye Police Sgt. Bart English. In turn the Westchester County bomb squad was
called and they responded to Rye HQ and picked up the explosives. Good move
folks. Don't mess with fireworks especially this kind of ordinance it can be
deadly. Leave fireworks to the professionals who do the shows for a
living...................................................................
Onto a nice story. On June 8th 1999 four members of the Rye Police Department
were honored for their diligence in enforcing the vehicle and traffic laws.
Scott Craig, John Hannah, Robert Vogel and Anthony Rosace were recognized for
having the most impact on improving traffic safety in 1998. Their education and
enforcement activities were recognized by Police Commissioner Pease at a
luncheon held in their honor. Congratulations goes out to these officers from
all of us here at the department.............................
A Harrison man was arrested on the 6th. Rye Police were called to the Rye Town
Park on Forest Avenue for a report of an altercation between a man and a woman.
Upon their arrival police questioned the two and after a brief period the male
subject allegedly began making threats and acting disorderly. A number of park
goers and residents began to gather and the male subject was placed under arrest
by Officer Mike Larkin. The subject was identified as a Mr. Christian Iwanow. He
was processed at Rye HQ and released on bail pending future court
dates...........................................
A White Plains motorcyclist was put afoot by Rye Police also on the 6th. Justin
Hickman was stopped by Officer Mike Kenny for allegedly having an expired
inspection stick on his Kawasaki motor cycle. Further investigation reveled that
the registration was suspended. Hickman was arrested and issued summons pending
future court dates.............................................
Up next we have two warrant arrests. An Archer Place man was arrested by Rye
detectives on the 6th on a Rye City bench warrant. Pat Chilelli of Harrison was
arrested by Detective Charles Hunter for a failure to appear in court warrant.
Chilelli has now posted 500.00 bail. The warrant was for vehicle and traffic
charges.
Onto warrant number two.
Another warrant was served by Detectives Jake Chittenden and Charles Hunter to
an Irvington man who turned himself in at Rye HQ. Robert Conklin of Mountain
Road responded to Rye HQ after being called by detectives. Conklin surrendered
himself and was released by the court pending future court dates. This warrant
was for driving related charges also...........
A Midland Avenue man was the victim of a larceny on the 7th. A Iron man
triathlon Huffy bicycle was stolen from the victims porch sometime in the late
afternoon or evening. The bike is valued at 100.00. I wish I could tell you that
this is the last one, but I have more to inform you about during the course of
our program.........
Once again Rye Police Units were dispatched to assist Port Chester units back on
the 7th. Port Chester Police requested additional manpower from the Rye Police
in a search of four armed male Hispanics wanted for criminal charges as well as
questioning in the push in robberies that have been occurring in The Village of
Port Chester in recent months. After a search of the 100 block of South Main
Street the four were arrested by Port Chester and assisting Rye units. Guns and
portable radios were recovered during the arrests at various location in the
village. Upon completion of the sweep and arrests, the Rye units returned to Rye
City without anyone involved in the sweep being injured. Great work by Port
Chester police and the men and women of the Rye Police that
responded.................................
The Rye Police will be hosting a vin etching at the Rye Firehouse on Saturday
July 31st from 9 A.M. to 6 P.M. This free of charge program helps you to combat
auto theft by having your vehicles identification number etched into all the
glass on your automobile. This in turn makes the parts harder to sell should
your car be stolen. It's one more step you can do to help combat auto theft.
Come on down and take advantage of this free program. Don't make it easy for
these creeps and lowlifes to rip us off !!!!!!....................
Rye Police arrested two men on drug charges on the 12th. Darnell Malipelli of
Port Chester and Randall Shasta of Mamaroneck were taken into custody after
police stopped the vehicle they were in at the Greenwood Union Cemetery located
on North Street. Upon approaching the car Officers Scott Craig and Robert Vogel
smelled what they believed to be marijuana smoke coming from the vehicle. Upon
further investigation Malipelli and Shasta were arrested for allegedly
possessing the marijuana. Malipelli was additionally charges with DWAI drugs.
Both have Rye Court appearances.............
The remains of a man found at Rye Playland have still not been positively
identified. According to Rye Detective Jake Chittenden due to the advanced stage
of decomposition the medical examiners office must use DNA testing to positively
identify the remains. It is possible that the remains are of a Rye man missing
since June 8th. Mr. Alfred Buckley wandered away from his home and has not been
seen since. Although there are indications that it could be him, no statements
to that effect will be issued until positive ID is
made...............................................
Another bike story. We lost another one on the 11th. A Mountain Road Hybrid bike
valued at 250.00 was stolen from the rear of Playland Market. The owner stated
that the bike was left unattended for less then 15 minutes at the time of the
theft. That's all it takes ladies and gentlemen. Like we've said in the past if
someone is determined to rip you off, chances are they will, but lets not make
it easy for them !!!! Lock these things up when you leave them
unattended............................................
A Rye man was arrested on the 10th. Garrett Mathieson was arrested by Officer
Scott Craig for alleged driving charges and for operating his motor vehicle with
a suspended license. The defendant was transported to Rye HQ following the
traffic stop and subsequent investigation which led to his arrest. He was
processed, released and has upcoming court
appearances...........................................
A Rye man was killed following a motor vehicle accident back on the 18th.
According to police David Ruiz died while enroute to United Hospital Medical
Center following a collision with an automobile at the intersection of Ridge
Street and High Street. Officer Julio Rossi who was off duty at the time came
upon the accident seconds after it happened. Rossi called Rye Police via cell
phone and then attempted to give aid to Ruiz who was operating a motorcycle at
the time of the collision. Rye police units arrived shortly after Rossi's call
as well as The Port Chester Rye Ambulance Corp who transported the injured Ruiz
to United. Unfortunately he passed on while enroute to the hospital. No further
details about the accident are available at this time. Our condolences go out to
the Ruiz

A Scarsdale man has some explaining to do in Rye City Court. Brian McGowan was
arrested by Rye police for DWI on the 19th. According to reports, Mcgowan
allegedly scraped the front of a Rye Police Officer's truck that was parked in
front of police HQ. Officer Robert Vogel gave chase and stopped McGowan in front
of The Town Dock restaurant. McGowan was driving his vehicle with the front tire
blown out and the rim chewed up. Upon further investigation officers at the
scene placed him under arrest and processed him at Rye HQ. He has upcoming court
appearances............
A Mayfield Street resident responded to Rye Police HQ on the 21st to report her
car stolen. Upon taking the information from the resident Sgt. English ran the
cars license plate through the NYSPIN computer and low and behold the vehicle
had already been recovered in NYC. It's always nice when we get them back. The
cars condition was not stated in the report...................................

A worker at the Rye country store was the victim of a larceny. A shoulder bag
containing cash, credit cards, sunglasses and other personal items was stolen of
lost sometime on the 22nd. Got to watch yourselves people. In this day and age
even at work you have keep your belongings out of sight............ A lawn
statue of a "Mythical God" was stolen from a Parsonage point resident
sometime overnight on the 22nd. We have no value at this time
for the statue but I'm sure it's
expensive................................................................. ..

The squad 4 boys were called to assist Port Chester Police quell a disturbance
on the 23rd. A large group of persons became disorderly in the "Fantasy
Bar" located on North Main Street. Apparently a fight had broken out inside
the club and then spilled out into the street. Port Chester called Rye for
assistance and broke the group up and moved them on their way. No injuries were
reported and the squad 4 boys returned to Rye after all was well. We have a
great relationship with Port Chester PD. They have assisted us many times with
calls of the same nature..................................................
And last but not least I would like to send out a Big thank you to Fire LT James
Dianni and the rest of the Rye Fire Department who knocked down a fire at the
home of one of my relatives back on the 27th. As I have alluded to many times in
the past, Jim Dianni and his crew are always there when you need them. They are
the best !!! Once again guys, Thanks. I'll go back to teasing you next week Jim
!.........................
That's all there is, there is no more, let's all work together to make Rye a safe place to live and work. Watch out for one another and report any suspicious activity you see to the Rye Police.
