Description of Services

The City's finance department provides for the administration and management of the city's finances, including cash management and investments, budget control, accounts receivable and payable, auditing, payroll, risk and debt administration, parking violation processing, tax billing and collection, and financial reporting. Section C10-2 of the City Charter specifies that "the City Comptroller shall have charge of the administration of the fiscal affairs of the city pursuant to law and the provisions of this Charter." In addition to various laws, rules and regulations, the city has adopted a set of  financial policies to ensure the continuous and consistent application of conservative financial principles. The City's Finance Committee acts in an advisory capacity to the City Council, reviewing and commenting on various reports published by the finance department and emerging financial issues. The City's finance department consistently receives national awards for its excellence in budget presentation and financial reporting from the Government Finance Officers' Association of the United States and Canada.

The city's fiscal year is the calendar year, January 1 through December 31. The city's books of accounts are maintained in accordance with generally accepted accounting principles ("GAAP") for various funds and account groups. The finance department publishes several financial reports, all of which are available for review at City Hall, 1051 Boston Post Road, Rye, New York. 

Property Taxes and Property Tax Liens

Please note that under New York State law, we cannot waive penalties or interest on overdue or late tax payments, unless the Governor has issued an Executive Order and/or special legislation has been passed by the State Legislature. Your tax payments must be received or postmarked by the United States Postal Service (postmarks produced by home/office postage machines are not sufficient) on or before the due date to avoid penalties and interest. Due dates that fall on a Saturday, Sunday, or holiday are automatically extended to the next business day. Postdated checks cannot be applied to taxes due, and will be returned to the issuer, which may result in late payment penalties.

The city acts merely as an agent for the billing and collection of Rye Neck Union Free School District taxes. Inquiries other than the status of payments due should be addressed directly to the Rye Neck Union Free School District, 310 Hornidge Road, Mamaroneck, New York 10543. TEL: (914) 777-5200. If you are interested in our property tax liens, please note that in 1995 the City of Rye adopted the New York State tax enforcement process. Under this process, there is no public auction of tax liens. The City holds all tax liens until redemption of the lien or foreclosure. In the event of foreclosure, the City will advertise properties for auction in the legal notices section of the City's official newspaper (currently The Journal News Westchester), and the City's official website.
