Description of Most Permits:

 

Alarms

 Chapter 46 of the Code of the City of Rye establishes the standards and controls of various types of fire, intrusion, holdup and other emergency signals from Fire and Police alarm devices that require Fire or Police response in the City of Rye. Many people do not realize that all alarms on homes and businesses require these permits.  

The Rye Police issues alarm permits to any property owner or lessee of property having an alarm.  

  • Applications are available at the Police Department, or by clicking here 
  • Permit is valid for one year, renewable annually  

Firms and agents are licensed by Westchester County.  

Please also note: 

  • Any permit may be suspended or revoked for violations of law  
  • Intentional false alarms are a violation of the law 
  • Owners or lessees of property having alarms must pay for each emergency alarm in a year to which Police or Fire respond, unless the owner or lessee can satisfactorily prove to the Commissioner of Police that the alarm was not a false alarm.  
  • Alarm connections shall be made at no cost to the City 
  • External alarms must terminate within five minutes of activation  
  • Internal alarms must terminate within ten minutes of activation  
  • No pre-recorded message alarms are to connect with Police or Fire Departments

Amusements & Exhibitions

Chapter 50 of the Code of the City of Rye requires a license for any person or premises providing amusement and/or exhibitions. Religious, educational, and charitable corporations and institutions are not required to obtain a license. Licenses are required for the following activities:  

  • Dance hall or cabaret  
  • Theater
  • Moving-picture house
  • Skating rink
  • Public hall
  • Circus
  • Bowling alley
  • Shooting gallery
  • Miniature golf course
  • Golf driving range
  • Any other public exhibition, performance, device or arrangement for public entertainment or amusement for money or hire

Please also note:

  • Applications are available from the City Clerk. 
  • Premises may require inspection and approval from various New York State, County of Westchester, and/or City of Rye agencies or departments.
  • Licenses must be prominently displayed on the premises at all times during the event.
  • Unless otherwise permitted by the Commissioner of Police, premises must be closed between the hours of 3:00 am and 8:00 am, except to employees, proprietors, and regular hotel guests.
  • The Commissioner of Police may suspend or revoke a license for:
  • Violation of law
  • Conviction of a licensee for a felony
  • Disorderly, obscene or immoral conduct on the premises permitted by the licensee


Blasting Permit



A blasting permit is required for any person or firm providing blasting services for hire within the boundaries of the City of Rye.

Applications are available from the City Clerk. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued.

Applications require location and reason for blasting. A bond or insurance is required and must be approved by the City of Rye Corporation Counsel. Prior to issuance, a blasting permit requires approval from the City Engineer and Fire Inspector.

 


Building Permits

The purpose of a Building Permit is to protect the property owner from work which might be done by unqualified persons or work which does not meet City Code or applicable building regulations.

Interior Construction of Renovation
Applications are available at the Building Department. Completed applications must be submitted with two (2) complete sets of plans signed and sealed by an architect or professional engineer and two (2) checks made out to the City of Rye (one for the Building Permit, the other for the Certificate of Occupancy).

Exterior Construction of Renovation
Applications are available at the Building Department. Completed applications must be submitted with:
 

  • Written determination by the City for conformance with Chapter 195 "Wetlands and Watercourses"
  • Three (3) complete sets of plans signed and sealed by an architect or professional engineer including site plan
  • More than one photo of the area
  • Two (2) checks made out to the City of Rye (one for the Building Permit, the other for the Certificate of Occupancy).


The applicant should also check the Rules of the Building Inspector and the Board of Architectural Review prior to filing the application.

Construction Without A Building Permit
Some home repair projects do not require a building permit. However, it is best to check first with the Building Department. There is an additional fee for work begun without a permit for those projects where a permit would be required. Furthermore, any work completed without a permit that is not acceptable to City Code or deemed to be in violation of any applicable building regulations may be ordered removed or improved at the property owner's expense. If the property owner inherited a structure with work that was begun or completed prior to ownership, it is the current property owner who is responsible for any cost related to fees or remedies. In conclusion, contact the Building Department before any work is begun on your property.

Certificates of Occupancy
These certificates are required for all residential and commercial structures within the City of Rye. A "C of O" does not necessarily mean the structure has obtained all required past permits. Banks and Mortgage Lenders require proof of a proper C of O for each structure. If you have any questions regarding your C of O call the Building Department.
 


Burial Permit

Christmas Tree Sales

Permit A Christmas Tree Sale Permit is required for any person selling Christmas Trees within the boundaries of the City of Rye.

Applications are available from the City Clerk. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued. Licenses must be renewed annually. In addition, a cash bond is required which will be returned at the end of the season.
 


Demolition Permit

A Demolition Permit is required for any person or firm providing demolition services for hire within the boundaries of the City of Rye.

Applications are available from the City Clerk. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued. Dog License (including purebred)

All dogs over the age of four (4) months harbored by City of Rye residents must be licensed. Dog licenses must be renewed annually. A transfer of ownership or the death of a dog require special forms to be completed and filed with the City Clerk. A special license is provided for purebred dogs.

For a new dog license, the owner must complete application form DL-1 95, which is not a license until validated. The owner must furnish proof of rabies vaccination, and verification if claiming the dog has been spayed or neutered. All original documents are returned to the dog owner.

The owner receives a printed license with an identically numbered metal tag for the dog. The license is filed with the NYS Dept. of Agriculture & Markets, with a copy kept on file in Clerk's Office.

Lost or worn tags may be replaced by contacting the City Clerk. There is a processing fee, and replacement tag will be mailed from Albany in 4-6 weeks.

A dog license must be renewed annually. The expiration date appears on the license.

For a renewal dog license, the owner will receive a renewal form by mail by New York State. If lost or not received, a renewal form is available from the City Clerk. The completed renewal form, along with documentation proving that rabies vaccination is current, must be mailed or delivered to the City Clerk. The renewal fee is the same as that for a new license. If a renewal is more than 2 months overdue, a second form will be sent with request for compliance.

In a transfer of ownership, the previous owner must complete the transfer portion of a renewal form and give it to the new owner. The previous owner also completes the status change portion of the renewal form and mails it to the address given on the form. The new owner presents the transfer report to the Clerk in the locality where the dog will be harbored, and completes a New Owner Dog License form. The former license number is retained if the dog remains harbored in NYS.

Upon the death of a dog, the owner must complete the "Change of Status" portion on the back of the license or renewal form. The completed form is mailed or delivered with the metal dog license tag to the City Clerk.

New purebred dog licenses are available to owners with at least one dog over age 6 months and registered with a recognized association. The owner must fill out a 3-part purebred dog license form (DL-15) with information pertaining to dog(s) and owner. An accompanying application (DL-37) requires individual registry information for each dog. Documentation of current rabies vaccination status must also be provided. Tags may be ordered from Clerk by completing form DL-32. The purebred dog license must be renewed annually, and the expiration date appears on the license. The fees for purebred dog licenses are based on the number of dogs.

For a purebred dog license renewal, the owner receives a pre-printed renewal form (DL-15A) from New York State before the expiration date. If pre-printed form is lost or not received, the City Clerk has a replacement form available. The completed form, along with a current listing of the dogs and documentation proving the current status of rabies vaccinations, must be mailed or delivered to the City Clerk. If a purebred dog license renewal is more than 2 months overdue, a second form will be sent with a request for compliance.

Note: Purebred dog licenses cannot be transferred.
 


Electrician's License

A Electrician's License is required for any person or firm providing electrical services for hire within the boundaries of the City of Rye. Electrician's Licenses are regulated and issued by the County of Westchester. Applications and information may be obtained by contacting County of Westchester at http://www.co.westchester.ny.us/
 


Filming Permit

A Filming Permit is required for any person or firm providing filming services for hire within the boundaries of the City of Rye. Applications are available from the City Clerk. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee per shoot for private property must be provided to the City Clerk before a license will be issued. Fireworks Permit

A Fireworks Permit is required for any person or firm igniting fireworks or providing a fireworks display within the boundaries of the City of Rye. Applications are available from the City Clerk. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued. Prior to issuance, a fireworks permit requires approval from the Police Commissioner and Fire Inspector.
 


Gas & Oil Heating License

A Gas & Oil Heating License is required for any person or firm providing gas and/or oil heating services, including the delivery of fuel, within the boundaries of the City of Rye. Applications and information may be obtained from the City Clerk's Office. The Building Department will arrange for testing as needed.

Parking Permit (commuter, merchant & handicap)

Parking fees vary. For specific information, please contact the City Clerk's Office by phone at (914)967-7371 or email at cityclerk@ryeny.gov.

A commuter parking permit allows the permit holder to park in those areas designated specifically for commuter parking within the City of Rye.

A merchant parking permit allows the permit holder to park in City-owned off-street parking areas for an unlimited time period.

  • Applicants must apply for a merchant permit in person at the City Clerk's Office. A copy of your vehicle registration, drivers license and proof of employment (such as a pay stub, W4, etc.) is required. A signature from the store owner or manager is required on the application form.
  • Merchant permits are sold in six-month increments. Permit "A" permits merchant parking from January to June. Permit "B" permits merchant parking from July to December.
  • Two part-time employees can share a permit. The permit will include the vehicle license plate numbers of each permit holder.
  • Refunds are available in the event the merchant permit holder returns the permit more than one-month prior to expiration. Refunds are subject to a processing fee.

A handicapped parking permit allows the permit holder to park in those areas designated specifically for handicapped parking within the City of Rye. It is available to NYS residents with one or more of the following permanent or temporary disabilities, as certified by a licensed physician:

  • Limited or no use of one or both legs
  • A neuro-muscular condition that severely limits mobility
  • Other physical or mental conditions which make use of public transportation unusually difficult
  • Blindness (as defined by Vehicle and Traffic Law, Section 404-a,4)


Applications are available from the Police Commissioner, and must be completed by both the applicant and the applicant's licensed physician. A recent letter from the applicant's physician may be accepted in lieu of the application. Letters or applications signed by chiropractors are not currently acceptable to DMV.

Permanent Handicapped Parking Permits are good for a 3-year period. Temporary Handicapped Parking Permits are good for up to 6 months, at the discretion of the applicant's physician. Renewal requires a new application or a new letter from the physician.

There is no charge for an original handicapped parking permit, but a fee is charged to replace lost or stolen permit.
 


Peddler's License

A Peddler's License is required for any person or firm selling goods door-to-door or on public property within the boundaries of the City of Rye.
 

To obtain a peddler's license, the applicant must:


  • Provide a completed application form (available from the City Clerk);
  • Provide a bond and a fee;


A peddler's license will be issued after receipt of the completed application, bond and fee. The license is valid for sixty (60) days only for specific purpose for which it was issued, and may be subject to site and other restrictions. A copy of the license is filed with the City of Rye Police Department and the City Clerk.
 


Plumber's License

A Plumber's License is required for any person or firm providing plumbing services for hire within the boundaries of the City of Rye. Plumber's Licenses are regulated and issued by the County of Westchester. Applications and information may be obtained by contacting County of Westchester at http://www.co.westchester.ny.us

 


Street Opening Permit

A Street Opening Permit is required for any person or firm requiring the excavation of a street or sidewalk within the boundaries of the City of Rye. The City of Rye retains ownership of the City streets as municipal Rights-of-Ways. No person or entity may infringe upon or damage, disrupt or install devices, signage or plantings without permission of the City of Rye.

Applications are available from the Engineering Department. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued.
 


Surface Water Control Permit

A Surface Water Control Permit is required for any person or firm requiring the control of surface water on any property within the boundaries of the City of Rye. Applications are available from the Engineering Department. The completed application, with Certificate of General Liability Insurance, Worker's Compensation and certificate of insurance showing compliance with Disability Benefits Laws and a fee must be provided to the City Clerk before a license will be issued.

 


Taxi Cab & Driver License

A Taxi Cab License is required for any vehicle used for the transport of a person or persons for hire within the boundaries of the City of Rye. A Taxi Driver License is required for any person operating a vehicle used for the transport of a person or persons for hire within the boundaries of the City of Rye. Applications are available from the Police Department. The approved application and fee must be submitted to the City Clerk before a license will be issued. Licenses must be renewed annually. Prior to issuance, approval from the Police Commissioner is required.
