Parking Program
Background
After a series of public meetings the Rye City Council adopted a local law in December 2004 to meter the off-street parking areas in the City's Central Business District (CBD). The fee is $0.50 per hour and does NOT apply to the City's on-street parking spaces, such as Purchase Street, Purdy Avenue, etc. Payment is required Monday through Saturday, between the hours of 9:00 A.M. and 6:00 P.M. Parking in the off-street parking areas is limited to a maximum of 2 hours, consistent with current restrictions. No changes are proposed in current merchant or commuter permit requirements. A six-month merchant permit can be obtained from the City Clerk's Office for $168.
In April 2005, the City Council selected Digital Payment Technologies as the preferred vendor to provide Luke Payment Stations within the City's off-street parking areas. Multi-space payment stations offer advantages over traditional coin-operated meters including user conveniences (such as the ability to pay for parking with either coins or bills) and cost-effectiveness given existing available staff. The pay stations also offer the capability to create databases of parking usage that can be used as a tool in developing strategies to better manage off-street parking in the CBD, which is increasingly over capacity during peak periods.
In July 2005, ten multi-space pay stations were installed throughout CBD parking lots (see map). City staff has prepared a flyer that provides answers to common questions. We encourage users to review this flyer and make it available to merchants, customers, business owners, employees and other interested parties in the CBD.

Using the pay stations consists of the following four simple steps:
1. Enter the parking stall number of where your vehicle is parked.
2. Insert money into to either coin or bill acceptor. NOTE: There is a minimum payment of $.0.25.
3. Take receipt to review and confirm your purchase.
1. Do the pay stations make change?
NO. A bill acceptor is provided on each unit as a convenience for users that do not have change or desired the option of paying for a 2-hour ($1.00) rate with either coins or bills. Each unit accepts quarters, dimes and nickels.
2. Do I need to place receipt on the windshield of my vehicle?
NO. You do not need to return to your vehicle to place a proof-of-purchase receipt on your windshield. We recommend that you keep your receipt to confirm that you properly entered your stall number and to confirm your purchase.
3. Can I park for more than two hours?
NO. The City has always restricted the maximum parking duration in the off-street parking areas to two hours. The installation of the pay stations does not change that policy. One of the reasons for installing the pay stations is to provide the City with a more effective means of enforcing the current two-hour restriction.
4. How does the City know that my parking time has expired?
All transactions for each parking space are recorded via wireless modem to a database. This database is accessed by City staff to determine which parking spaces are valid or expired. The City also analyzes this database to more accurately understand parking demand and usage. This will assist the City in making future parking policy decisions that best meets user needs.
